    Durante la redacción de la anterior edición del Informe eEspaña asomaban los primeros datos que indicaban que la desaceleración económica tenía todas las trazas de convetirse en crisis y en algún punto del mismo ya se mencionaba que sería en la edición de este año cuando podríamos evaluar con más conocimiento de causa lo sucedido. Pues bien, hemos aquí, y lo que era crisis hoy ya es recesión. Y, efectivamente, hoy podemos hablar de los efectos de esta recesión en los temas que ocupan, y preocupan, a quienes elaboramos este Informe. Esos efectos van pespunteando el texto y permiten arrojar tres primeras conclusiones: el impacto de la crisis afecta al macrosector TIC, que prácticamente se estanca en 2008, planteando dudas acerca de lo profundo de sus consecuencias debido a su estrecha relación, por el peso en el mismo de las telecomunicaciones, con la demanda privada; en segundo lugar también se puede afirmar que el sector se está viendo menos influido que otros por la coyuntura económica, debido en gran parte a los cambios sociales que las TIC han producido y que se han convertido en comportamientos que implican necesidades de uso de estas tecnologías, lo que supone más una presión sobre el gasto que una paralización del consumo, permitiendo otorgar a este sector un papel fundamental en la recuperación económica y en la salida de la crisis, tanto por las razones citadas como por las relacionadas con un nuevo modelo de sociedad o modelo productivo (ahora precisamente a debate); la tercera secuela tiene asimismo una lectura teñida de optimismo como es que la Sociedad de la Información españolasigue creciendo y va adquiriendo un tamaño crítico ciertamente importante.JRC.DDG.J.4-Information Societ

    RESEARCH AND POLICY BRIEF ON ICT FOR INCLUSION OF YOUTH AT RISK: Using ICT to reengage and foster the socio-economic inclusion

    This policy and research brief has been prepared by the Institute for Prospective Technological Studies (JRC-IPTS) in collaboration with Directorate General Information Society & Media, Unit H3 (ICT addressing Societal Challenges) and representatives from five FP7-funded projects related to the development of ICT-based solutions for Youth at Risk (YAR) and Marginalized Young People (MYP). This policy and research brief is based on two concertation meetings (20 January and 11 June 2010) and other exchanges that set out to develop collectively a set of agreed recommendations through a consensus building process to prioritise research and policy options for this specific area in the eInclusion field. It is also related to the development of two studies by IPTS for DG INFSO H3 on what ICT can do for the socioeconomic inclusion of youth at risk of social exclusion, entitled "Mapping and assessing the impact of ICT-based initiatives for the socio-economic inclusion of Youth at risk of exclusion2" and "Methodology and survey on the relation between the socio-economic conditions of European Young People and their access, use This policy and research note is based on two concertation meetings (20 January and 11 June 2010) and different exchanges between IPTS and representatives from five FP7 projects (INCLUSO, ComeIn, REPLAY, HANDS, UMSIC). These projects look at ICT-based solutions for the promotion of the socioeconomic and eInclusion of YAR/MYP by fostering their access to ICT, digital competences, education and training, social integration and employment opportunities. This document summarizes knowledge from recent IPTS research which included a review of the literature on social exclusion of young people, and ICT use by young people. It also provides insights on the current EU policy context and programmes targeting YAR/MYP.     Phylogeography of a migratory songbird across its Canadian breeding range: Implications for conservation units

    The objectives of this study were to describe and evaluate potential drivers of genetic structure in Canadian breeding populations of the Ovenbird, Seiurus aurocapilla. We performed genetic analyses on feather samples of individuals from six study sites using nuclear microsatellites. We also assessed species identity and population genetic structure of quill mites (Acariformes, Syringophilidae). For male Ovenbirds breeding in three study sites, we collected light‐level geolocator data to document migratory paths and identify the wintering grounds. We also generated paleohindcast projections from bioclimatic models of Ovenbird distribution to identify potential refugia during the last glacial maximum (LGM, 21,000 years before present) as a factor explaining population genetic structure. Birds breeding in the Cypress Hills (Alberta/Saskatchewan) may be considered a distinct genetic unit, but there was no evidence for genetic differentiation among any other populations. We found relatively strong migratory connectivity in both western and eastern populations, but some evidence of mixing among populations on the wintering grounds. There was also little genetic variation among syringophilid mites from the different Ovenbird populations. These results are consistent with paleohindcast distribution predictions derived from two different global climate models indicating a continuous single LGM refugium, with the possibility of two refugia. Our results suggest that Ovenbird populations breeding in boreal and hemiboreal regions are panmictic, whereas the population breeding in Cypress Hills should be considered a distinct management unit
